For a hula hoop with a tube diameter of 100 cm and a tube thickness of 20 mm you need about 10 meters of tape. Depending on the type of tape, less or more of the tape is needed. E.g. if you additionally wrap the tire with grip tape and leave small recesses for this purpose when taping the decorative tape, i.e. stick it at larger intervals.
